The State Duma has made changes to the legislation on presidential elections – Kommersant

The State Duma, at a plenary session in the third and final reading, adopted two laws relating to the election of the President of Russia. Within five days, laws must be submitted to the Federation Council for consideration.
First law provides for amendments to the Federal Law “On the elections of the President of the Russian Federation”. It was submitted to the lower house for consideration on October 5 by a group of United Russia parliamentarians led by Senator Andrei Klishas and Deputy Pavel Krasheninnikov. The proposed amendments are basically similar to the changes previously made to the laws on elections of State Duma deputies and on guarantees of voting rights.
In particular, one of the amendments allows the authorities to allocate money from their budgets to pay members of election commissions and inform voters, while the other allows photo and video recording at polling stations only by observers and accredited media representatives working in editorial offices on the basis of an employment contract.
In addition, it was approved law, proposed by the parliament of Kabardino-Balkaria, to which the authors introduced a number of amendments regulating the holding of elections (including presidential ones) under martial law. According to the amendments, the Central Election Commission can establish the specifics of the preparation and conduct of presidential elections in Russia during the period of martial law in part of the country’s territory.
The law also stipulates that photo and video filming in voting premises located in military units is permitted only to accredited media representatives and in agreement with the commander of the relevant military unit. At polling stations outside the country, the voting time can be changed by decision of the head of the diplomatic mission or consular office of Russia in the event of a threat to the life and health of citizens.
