The State Duma in the second and third readings adopted amendments to the Tax Code, according to which the tax burden on the country’s gas and oil industries will be increased in 2023-2025. In addition, it is proposed to adjust the tax rate when calculating the MET on natural gas six months earlier, from January 1, 2023.
According to the amendments, in 2023-2025, an additional 50 billion rubles will be withdrawn from Gazprom. per month, which in total will be about 1.8 trillion rubles.
The adjustment of the tax rate when calculating the Mineral Extraction Tax (MET) for natural gas will be carried out from January 1, 2023, and not from July 1, as previously expected. According to the wording of the first reading, these measures together will make it possible to increase gas MET revenues by more than 2 trillion rubles over three years.
In addition, it follows from the document that in 2023-2025, the income tax for exporters of liquefied natural gas (LNG) is increased to 34% by law. In the first reading, it was planned to increase it to 32%. The amendments will also affect LNG producers that have exported at least one batch of gas by the end of 2022.
It is expected that the envisaged increase in the tax burden on oil-producing organizations will increase budget revenues from the mineral extraction tax on oil by 629 billion rubles. Another 30 billion rubles. will go to the budget due to a temporary increase (from January 1 to March 31, 2023) of MET rates by 380 rubles. per ton.
