The State Duma adopted in the third reading law, which expands the circle of persons who can represent the interests of a conscript when filing a complaint with the military registration and enlistment office. The authors of the amendment were the heads of the State Duma and Federation Council committees on legislation and state construction Pavel Krasheninnikov and Andrey Klishas.
According to the text of the bill, the clarification that a conscript can only be represented by his legal representative was excluded from the law “On Military Duty and Military Service.” It also establishes the procedure for providing free legal assistance related to military service. The Ministry of Justice, according to the text of the bill, will be authorized to develop and approve standards in relation to this law. The Human Rights Ombudsman in Russia and regional commissioners will be able to assist in providing legal assistance.
In the summer of 2023, an amendment appeared in the rules stating that only the citizen himself or his “authorized representative” can apply to the draft commission. After the introduction of the changes, the media wrote about criticism of the amendments from lawyers.
