The State Duma Council at its next meeting will discuss the withdrawal of ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT), said the speaker of the lower house of parliament Vyacheslav Volodin. The day before, October 5, President Vladimir Putin during a meeting of the Valdai Club notedthat Russia has signed and ratified a ban on nuclear weapons tests, unlike the United States. In his opinion, “theoretically, this ratification can be revoked.”
“The situation in the world has changed. Today’s challenges require new solutions. At the next meeting of the State Duma Council we will definitely discuss the issue of revoking ratification of the Comprehensive Nuclear Test Ban Treaty. This corresponds to the national interests of our state. And it will be a mirror response from the United States, which has not yet ratified the treaty,” wrote Vyacheslav Volodin in Telegram.
On October 5, during a conference within the framework of the 20th meeting of the Valdai International Discussion Club, Vladimir Putin emphasized that Russia’s military doctrine indicates the possibility of using nuclear weapons in two cases. The first is in response to the use of nuclear weapons against a country, the second is aggression against it using conventional weapons, when the very existence of the state is threatened.
The President noted that he does not yet see the need to change anything in the doctrine. At the same time, according to Vladimir Putin, there are calls to return to nuclear weapons testing. However, Russia signed and ratified the nuclear weapons test ban treaty, unlike the United States, which signed but did not ratify it, the head of state noted.
