The State Duma Committee proposed to make thrash streaming an aggravating circumstance of the crime

The Committee on Youth Policy of the State Duma has developed amendments that will make thrash streaming an aggravating circumstance in the commission of certain crimes: intentional infliction of bodily harm, beatings, torture, illegal imprisonment.

“Additionally, a new aggravating circumstance is introduced – the commission of a crime for the purpose of distributing photo and video materials on the Internet depicting acts committed with particular cruelty and bullying,” he quotes TASS explanatory note to the bill.

In addition, the amendments also propose depriving thrash streamers of access to the Internet and instant messengers for one year if they become defendants in a criminal case. “The bill proposes to deprive thrash streamers of their most valuable resource – the audience,” the explanatory note says.

Thrash streamers will be included in the list of persons who are prohibited from using the Internet for a year, after which the media and news aggregators will be prohibited from publishing any information on it. The basis for inclusion in the list will be a court decision to bring the streamer to criminal liability.

In 2020, live thrash streamer Stanislav Reshetnyak (Reeflay) died his girlfriend. The blogger beat the girl and put her in an unheated boiler room (at night it was two degrees below zero). Finding the girl dead, the blogger called an ambulance. In 2021, he was sentenced to six years in a strict regime colony in the case of intentionally inflicting grievous bodily harm resulting in death by negligence.
