The State Duma Committee proposed replacing the expulsion of foreigners with fines

The State Duma Committee on State Construction and Legislation approved amendments to the second reading of the law on the forced expulsion of foreigners from Russia, according to which penalties will be allowed to be replaced with fines. In the first reading bill was adopted in 2017.
According to information “Interfax”, when replacing the punishment, the judge will take into account the attitude towards the payment of taxes of a foreigner or stateless person, the availability of housing, his marital status, life expectancy in Russia, type of activity and other circumstances. The fine will range from 40 thousand to 50 thousand rubles. or compulsory work from 150 to 200 hours.
Among the exceptions are previously imposed punishments under articles on propaganda of non-traditional sexual relations (Article 6.21 of the Code of Administrative Offenses of the Russian Federation) and propaganda of pedophilia (Article 6.21.1 of the Code of Administrative Offenses of the Russian Federation). The text of the amendments states that a stateless person is not subject to liability for violating the rules of entry into Russia and immigration rules if the person reported this when submitting an application for identification.
In October the government didn’t support a bill introducing fines of up to 5 thousand rubles. with expulsion for migrants who harass Russian citizens. The project was developed by Vladislav Davankov, deputy chairman of the State Duma from the New People party, after an incident in Nakhabino near Moscow, where on August 23 a visitor from Tajikistan hit a girl because of her short shorts.
