The State Duma Committee on Defense recommended for adoption in the first reading a bill proposing to allow citizens with a criminal record (except for “serious” articles) to serve under a contract during the period of mobilization and in wartime. He will also allow contracts to be limitedly fit for service (if they do not have diseases specified by the list of the Ministry of Defense).
“The State Duma Committee on Defense recommends that the State Duma adopt this bill in the first reading,” the document says (quoted by RIA Novosti).
