The State Duma Committee approved amendments prohibiting convicts on cases of extremism and terrorism from leaving for a special operation

The State Duma Committee on State Construction recommended adopting amendments that would exclude those convicted or those against whom a preliminary investigation is underway under articles on incitement to extremism and terrorism from the list of persons exempted from criminal liability when participating in Russia’s military operation in Ukraine. This was reported by RIA Novosti.

The amendments affect the articles:

  • on public calls for extremist activity, terrorist act, hostage-taking and international terrorism (Articles 280, 205, 206 and 361 of the Criminal Code of the Russian Federation),
  • on illegal handling of nuclear materials (220 of the Criminal Code of the Russian Federation),
  • on crimes against the sexual inviolability of minors (Articles 131-135 of the Criminal Code of the Russian Federation),
  • for hijacking aircraft (Article 211 of the Criminal Code of the Russian Federation),
  • on treason and espionage (Articles 275 and 276 of the Criminal Code of the Russian Federation),
  • on encroachment on the life of a statesman or public figure (Article 277 of the Criminal Code of the Russian Federation),
  • on the seizure of power and armed rebellion (Articles 278 and 279 of the Criminal Code of the Russian Federation),
  • on sabotage (Article 281 of the Criminal Code of the Russian Federation),
  • on the organization of an illegal armed group and participation in an armed conflict or military operations for purposes contrary to the interests of Russia (Article 208 of the Criminal Code of the Russian Federation).

The amendments will also affect servicemen who serve during martial law or mobilization, who have committed crimes and who are under preliminary investigation.

Earlier, the State Duma in the first reading adopted a bill on legal guarantees for the release from criminal liability of those who committed crimes of small and medium gravity and entered into a contract for military service with the Ministry of Defense during mobilization and martial law.
