The State Duma approved the universal allowance in the first reading

The State Duma in the first reading adopted a law on a universal allowance for families with children under 17 and pregnant women. Document placed in the automated system for ensuring legislative activity. The law is expected to come into force on January 1, 2023.

The explanatory materials specify that the allowance will be provided to pregnant women registered in the early stages of pregnancy, as well as families with children under 17 years of age with incomes below one regional subsistence level. The amount of the allowance will depend on the size of the family income gap and will be 50%, 75% or 100% of the regional subsistence minimum.

As noted by the government, thanks to the new allowance, unified targeted support for families will be built in Russia. In total, it will affect about 9.2 million children.

September 22, Russian Prime Minister Mikhail Mishustin informedthat from next year several types of state support for families with low incomes will be replaced by a universal allowance. From the statement of the Ministry of Labor shouldthat 1.7 trillion rubles will be allocated for the payment of universal benefits. from federal and regional budgets. On average in Russia, the amount of the allowance will be 7 thousand, 10.5 thousand or 14 thousand rubles.
