The State Duma approved the law on strengthening measures to protect state secrets - Kommersant

The deputies of the State Duma at the plenary session today, July 19, adopted in the third reading amendments, which specify the procedure for access of persons to state secrets and the grounds for refusing it. The document will soon be submitted to the Federation Council for approval.

According to the amendments, the chairmen of the State Duma and the Federation Council will be able to decide whether deputies and senators can go abroad if they are aware of information of particular importance or top secret data.

Such decisions in the regions will be able to be made by governors in relation to heads of municipalities, and chairmen of regional parliaments in relation to deputies of legislative assemblies.

Permission to travel abroad for judges of federal courts of general jurisdiction and federal arbitration courts who are aware of classified information will be accepted within the framework of the provisions of the Supreme Court in agreement with the presidium of the Council of Judges of the Russian Federation.

The basis for denial of access to state secrets will be the permanent residence of an official or his relatives abroad or the beginning of his foreign citizenship.

The bill was submitted to the State Duma on March 13, 2023. In the explanatory note, the need for new restrictions was explained by the tense situation in connection with the start of the military operation in Ukraine.
