The State Duma approved in the first reading the suspension of indexation of civil servants’ salaries

The State Duma adopted in the first reading a bill on skipping the indexation by 4.5% in 2024 of the salaries of civil servants, judges, assistants to deputies and senators, police officers, as well as military personnel and persons equivalent to them.

An exception will be made when indexing wages for public sector workers. In the explanatory note it saysthat the bill is aimed at ensuring the possibility of unconditional fulfillment in 2024 of all obligations accepted in Russia, established by federal laws and other regulatory legal acts.

The Russian government introduced this initiative on September 29. According to the bill, until January 1, 2025, the provisions relating to the annual indexation of salaries are suspended in several laws – “On the status of judges”, “On the status of a senator and the status of a State Duma deputy”, “On the state civil service”, “On social guarantees for employees of bodies Internal Affairs”, “On monetary allowances for military personnel”, “On social guarantees for employees of some federal executive authorities” (applies to employees of the Federal Penitentiary Service, the Federal Bailiff Service, the Ministry of Emergency Situations, etc.). The law should come into force on January 1, 2024.
