The explanatory note to the bill notes that now the status of a combat veteran and a disabled combat veteran is assigned to military personnel and volunteers participating in a special military operation, as well as to persons sent to ensure the fulfillment of tasks during a special military operation.

“At the same time, hostilities in the territories of the Donetsk People’s Republic and the Luhansk People’s Republic have been going on since 2014,” the document says.

Since 2014, the Hero of Russia, a member of the special operation Roman Cheremukhin, had previously asked to give the participants in the hostilities in the Donbass the status of veterans. armed forces by injury. As a rule, this happened before the annexation of the regions of Donbass to Russia.
