The State Duma approved a bill to simplify official employment for teenagers

The State Duma adopted in the second and third readings billwho are invited to partially cancel the mandatory consent of the guardianship authorities for the employment of adolescents who have reached the age of 14. To conclude an employment contract, the consent of one of the parents or legal representative will be sufficient.
However, in accordance with the amendments proposed to be made to the Labor Code, the employment of orphans and children left without parental care, as before, will be carried out only with the consent of the guardianship authorities. It will be sent to the employer through the public services portal.
The Ministry of Labor will approve the places of work recommended for teenagers in agreement with the Ministry of Health. According to the amendments, inspections of compliance by employers with the requirements of labor legislation will be carried out only on the basis of complaints from the teenager himself or his legal representative.
The explanatory materials for the bill note that, according to a study conducted in 2021 by VTsIOM, 91% of high school students would like to earn extra money during the summer holidays. According to research by the All-Russian Popular Front and the Russian Movement of Schoolchildren, 9 out of 10 teenagers are ready to start working before they reach the age of 18.
“Under the conditions of economic sanctions pressure from states unfriendly to the Russian Federation, work, and therefore the income of a teenager, is also financial support for the family, instilling in him a sense of responsibility,” the explanatory note says.
The labor market in Russia has become much younger, and teenagers have come to work. According to the Ministry of Economy, in the summer of 2022, 77,000 people aged 14 to 18 were registered as self-employed.
