The State Duma approved a ban on the mandatory collection of biometrics

State Duma deputies adopted the law on biometrics in the third, final reading. It introduces a ban on the forced collection of such data and liability for coercion. The law also provides for the creation of a list of types of collected biometrics.

After the law is approved by the Federation Council and the President, commercial and government structures will not be able to refuse to provide services if they refuse to provide biometric data. It will be possible to refuse to submit biometrics in writing through the MFC branches and by revoking the previously given consent to the processing of biometrics through the State Services. Parents will be able to submit biometric data instead of children.

In the second reading, it was also proposed to limit the list of biometric data (only face and voice), to make it possible to control their use through the State Services portal, and also to prohibit the storage of genomic information and not collect biometrics of children without parental consent. Today, December 21, the bill will be considered in the third reading.

The bill passed its first reading on 24 November. In December the Human Rights Council complainedthat a number of provisions of the document may lead to infringement of the constitutional rights of citizens. After that, in the State Duma reportedthat the project was “significantly changed”. In the second reading it accepted yesterday, December 20th. At the same time, the remarks of the banking community were not actually taken into account.
