The State Duma allowed to mobilize citizens with outstanding convictions for a number of serious crimes

The State Duma adopted in the third reading bill, allowing the mobilization of citizens with outstanding convictions for certain serious crimes. Paragraph 4 of Article 17 of the law “On mobilization training and mobilization in the Russian Federation” is set out in a new edition. The norm specifies with what kind of outstanding convictions a citizen cannot be mobilized.
Citizens who have an unexpunged or outstanding conviction for:
- crimes against the sexual inviolability of a minor;
- committing a terrorist act;
- hostage taking;
- organization of an illegal armed group;
- hijacking of an air and water transport vessel or a train;
- illegal handling of nuclear materials and radioactive substances;
- theft or extortion of such materials and substances;
- treason;
- espionage;
- encroachment on the life of a statesman;
- violent seizure of power;
- armed rebellion;
- public calls for the implementation of extremist activities and incitement of hatred or enmity, as well as the humiliation of human dignity;
- an attack on persons or institutions that enjoy international protection.
Grave crimes are intentional acts for which the maximum punishment provided for by the Criminal Code of the Russian Federation does not exceed ten years of imprisonment, and reckless acts for which the maximum punishment provided for by the Criminal Code of the Russian Federation does not exceed fifteen years of imprisonment.
Today, October 27, in the third reading was also adopted alternative service law. According to the amendment, citizens undergoing alternative civilian service in organizations of the armed forces of the Russian Federation continue to perform alternative service during mobilization.
