At a plenary session, the State Duma adopted two laws establishing in the Criminal and Criminal Procedure Codes a mechanism for exempting persons who have entered into a military service contract from liability. From the State Duma, the laws will go to the Federation Council for approval, and then to the president for signature.

Legalized norms make it possible to conclude a contract with the Ministry of Defense not only for convicted persons (regardless of the severity of the crime), but also for those who are under arrest during the investigation or trial for crimes of medium and light gravity. The laws do not apply to crimes against the sexual integrity of minors, terrorism and crimes against the foundations of the constitutional order and state security.

At the moment of signing a contract with the Ministry of Defense, the real term of imprisonment will be replaced by a suspended one, and the accused will not shirk the obligations assigned in civil suits. In case of a second crime, the sentence will be given taking into account the first one. The laws were introduced to the State Duma on March 6 by United Russia deputies Pavel Krasheninnikov, Andrei Kartapolov and Senator Andrei Klishas.
