The State Duma adopted the new version in the third reading project Basic Law “On Employment”. The document clarifies a number of basic concepts for the labor market, and also strengthens the protection of the unemployed and offers tools to combat illegal employment.
State Duma Speaker Vyacheslav Volodin said that the adoption of the new law was “long overdue,” since the current one was developed 30 years ago, and since then “fundamentally different forms of employment, other challenges and problems have appeared.”
The document clarifies the concepts of “employment”, “employed citizens”, “citizens looking for work”, “citizens looking for work for the first time”, as well as “profiling of citizens looking for work” and “profiling of employers”.
Now Rostrud, using the “Work in Russia” platform, will monitor the employment of graduates of educational organizations and take this indicator into account when determining the target figures for admission to budget-funded education.
The document establishes a new procedure for obtaining unemployed status. Citizens who have not completed profiling on time will not be recognized as unemployed, as well as citizens who, within 10 days from the date of registration with the employment agency, refused two options for suitable work or did not transmit information about the results of negotiations with employers.
In the new version, the law contains a chapter on combating illegal employment. To combat it, interdepartmental commissions will be able to obtain information constituting tax secrets from state authorities and local governments.
The law maintains the current amount of unemployment benefits (maximum – 12 thousand rubles per month, minimum – 1.5 thousand rubles), but obliges the government to index it annually to the level of inflation. The provisions of the law are to come into force on January 1, 2024.
