According to the document, employees of private security organizations, the Ministry of Internal Affairs, the Russian Guard, the FSB, the FSO, the Ministry of Emergency Situations and other departments will be able to stop the movement of drones.
The bill was submitted to the State Duma at the end of March by deputies Alexander Khinshtein, Vasily Piskarev, Ernest Valeev and Anatoly Vyborny. The introduction of the draft law is explained by the fixation of UAVs in the area of the Zaporozhye and Kursk NPPs. The authors also explained that, according to the FSO, last year 208 drone flights were stopped over objects protected by state security agencies.
The current regulations allow security forces to counter UAVs in the air, but not in the water. The initiative will expand the right of law enforcement agencies to stop the movement, including underwater and surface drones.
As Khinshtein noted, the relevance of the initiative is obvious, since “unmanned aerial vehicles of all types are actively used for combat and sabotage and terrorist purposes.” Piskarev, in turn, stated that the previous law on the suppression of UAVs has shown its effectiveness, but with the development of technology, it is necessary to respond to new threats.
