The deputies of the State Duma at the plenary session on July 13 adopted in the third reading law on ensuring the legality and state control over the production of beer and beer drinks, cider, poiret and mead. The law has been submitted to the Federation Council for consideration.

The law amends the administrative code. According to the amendments, for gross violations in the production of brewing products for legal entities, the following are provided for: fines of up to 300 thousand rubles, confiscation of products and raw materials, shutdown of the enterprise for up to 60 days.

A gross violation is understood as the production and circulation of products without the use of measuring instruments and without the transfer of information on the volume to government agencies. A gross violation will also be considered the presence in the warehouses of the enterprise of beer and beer drinks that do not belong to the manufacturer.

The law was introduced by the United Russia deputy Ildar Gilmutdinov in April 2021. In the explanatory note, the initiative was associated with an increase in violations in the market: for 11 months of 2020, compared to the same period in 2019, the amount of fines accrued increased by 75.2%, and the number of administrative investigations by 22.6%.
