The State Department linked the blackout in Ukraine with the actions of the Russian Armed Forces

The blackout of several regions of Ukraine is connected with the actions of the Russian military, declared State Department spokesman Ned Price on Twitter.
“We condemn Russian airstrikes on Ukraine’s critical infrastructure that have left thousands of civilians without electricity and clean water,” he said.
The day before, President of Ukraine Volodymyr Zelensky said that the Russian Armed Forces carried out “deliberate and cynical” missile attacks on civilian infrastructure facilities, as a result of which Kharkiv and Donetsk regions were completely de-energized, and partially Zaporozhye, Dnipropetrovsk and Sumy regions.
Earlier on September 10, the Russian Ministry of Defense reported on the withdrawal of Russian forces from the cities of Izyum and Balakleya in the Kharkiv region for transfer to the territory of the Donetsk People’s Republic in order to increase the efforts of the Russian side in the Donetsk direction. According to the Russian Ministry of Defense, the losses of Ukrainian forces from 6 to 10 September in the Kharkiv and Nikolaev-Krivoy Rog directions amounted to over 4,000 killed and over 8,000 wounded.
In a previously published interview with Zelensky on CNN, the Ukrainian President declared about the unwillingness to negotiate with Russia, since Moscow, in his opinion, will take advantage of the pause to build up forces and further offensive. Prior to this, Russian Foreign Minister Sergei Lavrov recalled Moscow’s readiness to start negotiations with Kyiv on what is happening in Ukraine. He stressed that without early negotiations, the process of concluding a treaty would become increasingly difficult.
