The Ryazan regional Duma will dismiss the convicted deputy to appoint a senator

The Ryazan Regional Duma at a meeting on April 12 will consider the issue of early termination of the powers of Stanislav Podol, a member of the United Russia faction, follows from the draft agenda of the meeting. After that, by-elections will be scheduled for his single-mandate constituency, the winner of which, according to Vedomosti, will be delegated to the Federation Council.

The chairman of the regulations, mandate issues and parliamentary ethics of the Legislative Assembly Igor Murog. He did not specify the reason why his colleague decided to resign early (the term for the current convocation of the Ryazan Regional Duma expires in 2025). “He is a deputy on a voluntary basis, everyone has the right to make such a decision,” the head of the committee said.

The guilty verdict of the Perovsky District Court of Moscow against Stanislav Podol (300 hours of compulsory work, released from serving a sentence due to the expiration of the statute of limitations) did not enter into force: it was appealed by both the convicted person and the prosecutor’s office. The date for the consideration of the complaint in the Moscow City Court has not yet been set. Consequently, Podol could act as a deputy until the end of the process in the appellate instance. The possible cancellation of the sentence or the acquittal of the deputy by the Moscow City Court could save him from the need to surrender his mandate ahead of schedule. The decision of Stanislav Podol to resign may be due to the appointment of a senator from the Ryazan Regional Duma, which has been delayed since December 2022, an interlocutor in the Legislative Assembly and an interlocutor close to the regional authorities told Vedomosti.

On February 22, Vedomosti reported that there were no candidates for members of the Federation Council (SF) among the current deputies of the Ryazan Regional Duma. The previous representative of the Legislative Assembly in the upper house of parliament, Igor Morozov, resigned ahead of schedule of his own free will on November 16, 2022. In accordance with the federal law “On the Procedure for Forming the Federation Council,” the Ryazan Regional Duma had to delegate a new representative to the Federation Council within a month, but the deputies still have not done so until now. After the early resignation of Podol, by-elections will be scheduled for the single-mandate constituency No. 10, from which he was elected in 2020, Igor Murog told Vedomosti. They will be held on a single voting day on September 10, 2023. The winner of the by-election will most likely become the new senator from the Ryazan Regional Duma. Thus, for almost a year, the Ryazan region in the Federation Council will be represented by only one senator – from the regional government, former governor Nikolai Lyubimov.
