Lawyer Milana Romanova in conversation with “Moscow 24” said that residents of apartment buildings who systematically violate sanitary standards and litter common areas may face punishment up to and including eviction from the apartment.
The specialist indicated that the neighbors of such violators first need to contact the sanitary-epidemiological station, and after an inspection of the premises by a SES officer, they need to take a copy of the report from him. She clarified that if there were calls from the local police officer, it is necessary to obtain copies of the protocols and collect photo, video and written testimony from witnesses.
After this, as the lawyer noted, you need to send a corresponding application to the management company, and, if necessary, to the district or city administration, to the Rossanepidnadzor and internal affairs bodies, attaching all the evidence to the application. Romanova clarified that violation of sanitary and epidemiological requirements for the operation of residential premises under Article 6.4 of the Code of Administrative Offenses of the Russian Federation is punishable by an administrative fine of up to 1 thousand rubles.
If these measures do not help stop littering, then it is necessary to contact the prosecutor’s office, federal authorities, as well as regional or federal deputies, the lawyer added. In addition, she indicated that if a person is mentally ill, then he can be forced to be hospitalized.
An extreme step is to evict a person from his own apartment if it is in social rent, but this can only be done through the court, and only representatives of the authorities can submit an application.
