A group of deputies of the State Duma proposed a new mechanism for protection against fraudsters who, using various schemes, take possession of the funds of respectable citizens. On April 20, a bill on amendments to the laws “On credit histories” and “On consumer credit (loan)” was submitted to the lower house of parliament.

As it became known to MK, last year alone, fraudsters enriched themselves by 14.1 billion rubles using various schemes. The “average check” of theft amounted to 15 thousand rubles. The authors of the document note that the main fraudulent scheme is the use of social engineering techniques and methods: a person under psychological influence voluntarily transfers funds or discloses banking information that allows attackers to take possession of their money. The share of such transactions was 50.4% last year. In addition, in 2022, the Bank of Russia recorded an increase in cases of “mobile fraud”, from which clients of credit institutions suffered. During the year, the bank sent information to telecom operators about more than 756,000 phone numbers used by fraudsters to take action. This is more than 4 times higher than in 2021.

In order to put a barrier in the way of intruders, the legislators proposed to give citizens the right to establish in their credit history a ban on the conclusion of consumer loan agreements by credit and microfinance organizations, as well as to remove such a ban. It can be differentiated, that is, a citizen can prohibit entering into agreements with him of any or a separate type of consumer loan. It will also be possible to choose whether to prohibit all or certain methods of concluding a contract. It is assumed that a citizen will be able to exercise this right in his personal account on the public services portal or arrange a service at the MFC.

The developers of the document emphasize that the use of SNILS is a prerequisite for the full implementation of this mechanism, since this personal identification document remains unchanged throughout life, unlike, for example, a passport.
