The agreement between the governments of Russia and Ukraine on visa-free travel for citizens ceased to operate on January 1, 2023. This is officially announced reported Ministry of Foreign Affairs of the Russian Federation.
It is specified that the agreement was signed on January 16, 1997 in Moscow.
Ukraine introduced visa regime for Russian citizens from July 1, 2022 “as part of countering unprecedented threats to national security, sovereignty and territorial integrity.”
September 29, Russian President Vladimir Putin signed a decree according to which Ukrainian citizens can enter Russian territory without visas and with expired internal passports. The possibility of entry remains even if these documents have expired. Using the same documents, they can leave Russia. If a Ukrainian does not have these documents, then he can leave Russia on the basis of a copy of the conclusion of the Ministry of Internal Affairs on establishing the identity of a foreigner.
