The prosecutor’s office will check the “ice caves” in the entrances of Pechora houses

The prosecutor’s office of the city of Pechora today, January 17, organized an inspection of the condition of houses, the inhabitants of which complained to the federal media about snow and ice in the entrances. Like the day before informed Kommersant, a film crew of the federal media holding Izvestia, filmed a video report about the “ice caves” – as apartment buildings are called by their inhabitants in Pechora. In public places this winter, there is as much snow as on the street, due to batteries not working in the entrances and regular breaks in heating systems.
The head of the district administration refused to see the troubled buildings together with a federal journalist. Valery Serov told the film crew that the reason for the poor technical condition of the housing stock was in their low payment discipline.
The director of the company that manages residential buildings in the status of former dormitories pointed out the same reason, citing the fact that disadvantaged citizens do not pay their bills, so the management company does not have the financial capacity to fully service the buildings.
“The Pechora Interdistrict Prosecutor’s Office, in connection with the publication in the press and the Internet of information about the improper maintenance of the buildings of former dormitories located in Pechora along Pechorsky Prospekt, Zapadnaya and Socialisticheskaya streets, is conducting a thematic check from today,” Natalia Komi, senior assistant prosecutor, told Kommersant Spiridonov.
According to her, during the audit, the actions of officials of organizations servicing these houses will be assessed in order to perform the functions of fulfilling the “Minimum List of Works and Services” approved at the level of the Russian Federation, regardless of the absence or presence of debts on the part of homeowners. By the way, home management companies are obliged to conduct claims work with persistent non-payers, including the collection of fees and accumulated debts through the courts. “Also, an assessment within the framework of the audit will be given to the leadership of the administration of the municipality,” the interlocutor of Kommersant clarified.
The third subject of the audit is the State Housing Inspectorate for Pechora, GZhI, which has the authority to respond to citizens’ appeals and hold housing fund managers accountable for improper performance of their duties. “Currently, materials, information and documents have been requested, which will be studied by the district prosecutor’s office,” Ms. Spiridonova explained. “In addition, the prosecutor’s office has already organized a trip to the indicated addresses.”
Based on the results of the audit, the supervisory authority will decide on the introduction of acts of prosecutorial response, including to bring the perpetrators to administrative responsibility.
