The prosecutor invited the prisoner who died in prison to complain to the UK

The usual unsubscribe turned into a mockery

The word “mock” has ancient roots, and originally meant “to give a nickname”, which then transformed into the concept of “consciously inflicting pain with words.” And now bullying means not physical, but moral suffering. It was this word that came to my mind when I read the response from the prosecutor’s office of the Irkutsk region to the wife of the deceased convict Zubarev.

She complained that he, who was seriously ill, did not receive proper medical care behind bars. The prosecutor who wrote the answer said that he did not see any violations. And he added that if Zubarev did not like the treatment, he could apply to the UK.

Myself.

Dead.

The Russians, alas, are already accustomed to “replies” from various departments. In response to their complaints, officials sometimes write prepared formulas, from which it follows that “everything is legal and justified.” But even for compiling such “replies”, they still try to get at least a little into the essence of the complaint. I would like to believe that in this story it happened that they did not penetrate. Otherwise, it turns out that they mocked.

But in order. Anatoly Zubarev, 53, served his sentence first in colony No. 3 in the Irkutsk region, and then was transferred to colony No. 6 (known as the Black Woodpecker). The man began to literally dry up. From a rather large man, he turned into a skeleton.

It didn’t take long for the diagnosis to be made. Finally, at the beginning of 2022, it turned out that the prisoner had oncology. Remarkably, even the Federal Penitentiary Service was not against the release of Zubarev due to illness. This is explained simply: by that time the disease had been launched, and the jailers did not want to spoil the mortality statistics.

But the decision to release is still made by the court, the meeting has been postponed more than once. Finally, on October 26, 2022, the court (Zubarev was so weak that he was brought there on a stretcher) decided to release him. True, the man was released from the colony almost a month after that – on November 24th. Why did they pull? At first they waited – whether the prosecutor’s office would appeal against the decision. Then they waited for the documents from the court to arrive… But Zubarev was tormented and tormented. He told his wife that he was not being treated in IK No. 6, that he was dehydrated, and he was not given the daily drips needed in such cases.

When he was released, the man weighed … 35 kg. Less than a week after his release, on December 1, Zubarev died.

The widow decided that those responsible for the torment of a loved one should be held accountable, and perhaps this would save other convicts. As a result, on December 28, she filed a complaint with the prosecutor’s office of the Irkutsk region. In it, Elena Nikolaevna wrote that her husband was not provided with proper medical care in IK No. 6.

On January 11 (by that time Zubarev had been dead for more than a month), she was sent a response signed by prosecutor Urezalov. Its tone is very interesting. At first, she seems to be condescending. He writes that Elena did not provide documents confirming her right to represent the interests of Zubarev, but, despite this, the prosecutor’s office nevertheless went to meet her and conducted an audit. Violations, of course, did not find.

And then the tone becomes actually mocking. The widow is informed that she can obtain information about Zubarev’s state of health “if she has a properly executed power of attorney.” And then I quote: “If Zubarev believes that the hospital staff committed a crime against him, he has the right to apply with a corresponding statement to the Investigation Department …”

Probably, Mr. Prosecutor simply inserted the surname into the response template prepared for such cases. But then it turns out that the check was formal, and the official who signed the response unintentionally lied about the possibility of Zubarev turning to the investigating authorities. It sounds scary, but even scarier if the prosecutor understood that he was advising to seek justice for an already dead person.

Elena Nikolaevna, reading the answer, wept and screamed in pain. For causing moral suffering to people, officials are not punished by law. Maybe in vain?
