The Prosecutor General’s Office called for the control of the Ministry of Internal Affairs over mentally ill citizens

The Prosecutor General’s Office proposes to give the police powers to control mentally ill citizens, reported Irina Rebrina, Deputy Head of the Main Department of the Department for Supervision of the Execution of Federal Legislation.
“We also called for the Ministry of Internal Affairs to be informed about mentally unhealthy citizens … We are not talking about interfering in the process of treating these people. We are only talking about looking after them by specially authorized bodies: getting information about how they behave, what is going on in their heads. In order, God forbid, not to harm our children,” Ms. Rebrina pointed out at the round table of the State Duma Committee on Security.
The department has been taking relevant initiatives since the end of last year, the representative of the Prosecutor General’s Office added. She said that prosecutors sent letters to the government commission, among other things, after checking on reports of sexual abuse of children.
According to the norms of the current legislation, patients of psychoneurological dispensaries after discharge are not subject to any control or supervision by law enforcement agencies. Data on patients remain under the jurisdiction of psychiatrists at the place of residence. They also monitor the condition of patients. But even if they miss their scheduled appointments, doctors cannot involve the police in their search without additional grounds (for example, the fact of a crime).
In October, deputies of the St. Petersburg Legislative Assembly addressed Interior Minister Vladimir Kolokoltsev with a proposal to supplement the law on psychiatric care with a clause on the obligation of medical institutions to send information to the Ministry of Internal Affairs. The initiative of the deputies is connected with the September tragedy in Izhevsk, where, as a result of an attack on a school died 17 people.
