The President emphasized in his speech that the security of Russians has been and remains one of the key objectives of state policy. And the function of the prosecutor’s office is to control and coordinate the activities of law enforcement agencies in the fight against crime. In 2023, for some types of crimes, according to Putin, an increase, although insignificant, was still observed. “I ask, together with colleagues from the Ministry of Internal Affairs and other law enforcement agencies, to carefully analyze this situation and think through a system of additional preventive, prophylactic, and other anti-crime measures, including monitoring compliance with the law in the migration sphere. The situation in this area is very important and disturbing to millions of people and must be under control,” the president emphasized.

However, the data that Prosecutor General Krasnov brought to the board looks stunning. “The total number of criminal acts they commit in 2023 increased by three quarters, to 21.9 thousand,” he said. Three quarters is 75%. For comparison: in 2022 compared to 2021, growth was just under 10%. The head of the Prosecutor General’s Office did not explain where such a fabulous rise came from, given that control over visitors was carried out to the same extent. However, judging by Krasnov’s rhetoric, he is not a supporter of strict prohibitions.
The situation, he said, needs to be analyzed taking into account regional specifics. “And develop balanced decisions (in the field of migration policy), based on the need to ensure the safety of citizens and the economic feasibility of using foreign labor,” Krasnov said. Let us recall that migrant labor is widely used in the service sector, construction and housing and communal services, especially in large cities. Businesses have repeatedly stated that there is currently no one to replace them.
The Prosecutor General complained that Russians easily become victims of provocateurs who are trying to drag them into illegal actions using religious and national factors. “A striking example is the events in Dagestan, when literally at the snap of a finger from abroad, more than a thousand local residents responded to calls for violence posted on Telegram channels, showing unprecedented aggression. Similar events occurred in Bashkortostan at the beginning of this year,” Krasnov said. He demanded that his subordinates strictly suppress such manifestations and promptly respond to potential threats. The delay will be considered as hidden complicity “in order to influence the stability of the socio-political situation in the region,” the Prosecutor General warned.
Another resonant topic raised by Vladimir Putin at the board of the Prosecutor General’s Office was “the return to state ownership of a number of large enterprises and property complexes.” “I would like to immediately outline the position here: we are not talking about any deprivatization or nationalization of the economy, and there cannot be any,” the president emphasized. According to him, the work of prosecutors is justified in cases where “assets were acquired in violation of the law” and “are used to harm the state.”
Igor Krasnov, in turn, confirmed the assessments that were previously made by experts. In 2023, the prosecutor’s office in the courts took away from the owners and returned to the state the assets of strategic enterprises worth more than 1 trillion rubles. He noted that previously these assets were removed from the ownership of the Russian Federation illegally, including through corruption. “Moreover, part of their funds was used to finance terrorist activities on the part of Ukraine,” the prosecutor general said. He called on his colleagues to continue challenging illegal transactions and seeking a legal assessment of the actions of managers and founders.
