The renovation program in Moscow in 2023-2024 is waiting for an adjustment. The contractor is expected to provide regular references, maps and presentations (for the mayor’s office renovation working group), monthly analytics on engineering schemes and other “justifying materials for coordinating work.” It follows from the tender documentation that the authorities plan to demolish 200 houses annually in 2023–2024, and build 86–90 buildings each. The renovation program was approved by the city authorities in 2017. The list for demolition includes 5,175 houses with an area of 16.3 million square meters. m – about 350 thousand apartments, in which up to 1 million people live. IDPs receive equivalent housing in their area, with the exception of Zelenograd and New Moscow, where they are settled within the district, either an equivalent apartment or monetary compensation (optional). 565 launch sites have been approved. The construction plans declared in the documentation exceed last year’s pace. So, in the capital’s construction department, it was reported that in 2022, 51 houses were built with a total living area of 0.8 million square meters. At the same time, the supplier of analytics for the mayor’s office should update the “forecast schedule” of resettlement depending on the dynamics of construction, and “adjustment of implementation plans” of the renovation program “indicating the timing and sequence of implementation” is generally the purpose of the tender.
In December 2022, the head of the Moscow Department of Urban Planning Policy Sergey Levkin stated that the first stage of the renovation program, which provides for the relocation of about 1 thousand houses by the end of 2024, was 45% completed. At the same time, the official assured that the renovation program is “gaining momentum.”
On January 5, 2023, Moscow Mayor Sergei Sobyanin promised that 5.4 million sq. m of housing, “almost twice as much” of what has been built since the start of the project. “Over the past years, we have fine-tuned the resettlement mechanism to automatism. Thanks to this, we can significantly speed up the implementation of the program,” the mayor explained.
In 2018, the city authorities planned to allocate 400 billion rubles for the renovation program, in 2022-2024 it was planned to allocate more than 508 billion rubles for these purposes. In 2023, as officials previously reported, about 172 billion rubles will be allocated for the renovation program. The total amount of funding for the program may exceed 6 trillion rubles, said Moscow Vice Mayor Andrei Bochkarev in November 2021.
Alexandra Belous, president of the intersectoral association of self-regulators in the field of construction and design Synergy, confirms that a “record volume of housing” is being designed and built under the renovation program. “Judging by the report of the government of the capital, only an increase in the volume of real estate being built is planned, which is quite likely in accordance with the pace of work currently being implemented,” she argues.
