Denisov said that a number of similar institutions will be closed, including in Areysky and Gromadsk. Meanwhile, for these settlements, colonies are “virtually city-forming enterprises.”
The Ombudsman is worried about what will happen to residents and infrastructure. And when everything returns to normal, “it will be painfully expensive to open new penitentiary institutions in the region,” Denisov warns.
