The plenum of the regional committee of the Communist Party decided not to nominate its candidate for the upcoming elections in September of the governor of Primorye. The communists made such a demarche in protest against the mass expulsion of representatives from the party in the newly formed precinct election commissions.

“With the exception of the Sovetsky district of Vladivostok, in the remaining four districts of the city, the communists are included in only 15% of the PECs. The rest of our candidates were weeded out by the territorial election commissions. We cannot control the voting process and the counting of votes, and therefore we decided not to participate in such elections. We can easily draw the fourth or fifth place to discredit the party,” Anatoly Dolgachev, first secretary of the regional committee of the Communist Party of the Russian Federation, told Kommersant.

According to him, the overwhelming majority of members of the regional committee voted for the boycott of the election of the governor – 27. Only two voted against. However, the option of nominating a candidate from the Communist Party still remains. “We hope that the Central Election Commission will objectively consider our complaint, which has already been received by the commission, and restore justice by including candidates from the party in the PECs,” Mr. Dolgachev explained. If a decision is made in favor of the Communist Party, then a candidate for governor may be nominated at the regional conference of the Communist Party scheduled for June 24.

Recall that the previous elections of the head of Primorye in September 2018 were accompanied by a scandal. Then the candidate from the Communist Party of the Russian Federation, the deputy of the legislature of the region, Andrey Ishchenko, ran and entered the second round together with the acting head of the region, United Russia Andrey Tarasenko. On the decisive day of voting, the communist was in the lead after processing 95% of the ballots, but at the last moment the acting governor took the lead. The deputy announced falsifications and went on a hunger strike, and rallies were held in Vladivostok in his support. Three days later, the election results were declared invalid due to massive violations, and six days later, President Vladimir Putin appointed Oleg Kozhemyako to the post of acting head of Primorye. The regional committee of the Communist Party of the Russian Federation refused to nominate Andrey Ishchenko for re-elections because of “the understanding that it is impossible to overcome the municipal filter.”

Mr. Ishchenko failed to collect the required number of signatures on his own, and Oleg Kozhemyako was elected governor in December 2018. Mr. Kozhemyako has not yet publicly announced his intention to run for a second term, but President Vladimir Putin met with him, which is considered a prerequisite for re-nomination.
