The note, which Russian President Vladimir Putin handed to Kazakh President Kassym-Jomart Tokayev during a meeting of the Supreme Eurasian Economic Council, was an answer to a question about transportation by Russian railways for Kazakh companies at domestic rates. “This note contained the answer of the Russian side to the question posed during the meeting of the leaders of the EAEU in a narrow format. It was about the access of Kazakh shippers to transportation by Russian railways at domestic rates,” he said.

According to Zheldibai, the Russian side believes that cargo carriers, for which Kazakhstan is the destination, can enjoy a preferential tariff. Those carriers that transit through the territory of Russia should be guided by export tariffs. In turn, Tokayev wrote a note to the government, in which he instructed to continue negotiations on this issue based on the principles of the 2015 agreement on the creation of the EAEU.

The meeting of the Supreme Eurasian Economic Council took place on May 25. In addition to the President of Russia, the meeting was attended by Prime Minister of Armenia Nikol Pashinyan, President of Belarus Alexander Lukashenko, President of Kazakhstan Kassym-Jomart Tokayev, President of Kyrgyzstan Sadyr Japarov and Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich. During the event, journalists noticed how Putin handed a note to Tokayev, who read it and nodded in response, and later wrote the note himself for members of the Kazakh delegation.
