The Permanent Representative of Russia announced his support for the idea of creating a security zone around the ZNPP

Russia supports the idea of the International Atomic Energy Agency (IAEA) to create a security zone around the Zaporizhzhya nuclear power plant, taking into account precisely formulated parameters. This was stated by the Permanent Representative of the Russian Federation to International Organizations in Vienna Mikhail Ulyanov at a meeting of the IAEA Board of Governors.
“Key parameters of the zone [безопасности] are now clearly defined. <…> For our part, we fully share these provisions and support the initiative of Mr. Grossi to create a protective zone on the territory of the ZNPP,” he said (cit. according to TASS).
Ulyanov referred to the key parameters as “the absolute inadmissibility of attacks on the Zaporizhzhya NPP by any means, a ban on conducting hostilities from the territory of the station, a guarantee of non-deployment of heavy weapons and ammunition there”, as well as ensuring security measures to prevent a nuclear incident. Ulyanov also stressed that in order to start work on creating a security zone, it is also necessary to obtain the support of the Ukrainian side.
Earlier, IAEA Director General Rafael Grossi repeatedly emphasized the importance of creating a security zone around the Zaporozhye NPP. According to him, on this issue, he will continue to conduct “intensive” consultations with Russia and Ukraine.
In December, a year passed by the General Director of Rosatom Alexei Likhachev saidthat negotiations with the IAEA regarding the creation of a protective zone near the Zaporozhye NPP are ongoing, but the “ball” is not on the side of Russia. Even then Likhachev declared the need to create a security zone around the station as soon as possible, “otherwise it will look like just dragging out time.”
Russia has controlled the Zaporozhye NPP since the end of February 2022, since then the plant and the city of Energodar, in which it is located, have been subjected to regular shelling from Ukraine. In early October, after the entry of the Zaporozhye region into Russia, Russian President Vladimir Putin instructed to take the plant facilities into federal ownership and create the Zaporozhye NPP Federal State Unitary Enterprise to ensure the safety of nuclear facilities.
