The decree of Russian President Vladimir Putin to pardon 52 women is related to the topic of amnesty discussed at a meeting of the Presidential Council for the Development of Civil Society and Human Rights (HRC), said press secretary of the head of state Dmitry Peskov. Decree on pardon Vladimir Putin signed today, March 8th. The HRC meeting took place on December 4.
“Today’s decree on pardon was signed in the context of a discussion held at a meeting of the Human Rights Council,” Dmitry Peskov told TASS. The list of those pardoned included pregnant women and women with minor children, as well as those convicted whose relatives are participating in the military operation in Ukraine.
At a meeting in early December last year, HRC member Eva Merkacheva asked Vladimir Putin to pardon women who have minor children and who are convicted of non-violent crimes. The President supported the initiative and proposed to “prepare and adopt” decisions “on amnesty for certain categories of women.”
In a conversation with Kommersant, Eva Merkacheva said that currently a preventive measure in the form of imprisonment has been imposed on approximately 45 thousand women. In her opinion, the amnesty could affect approximately 25 thousand prisoners. According to the Federal Penitentiary Service, as of January 31, 2023, there were more than 433 thousand people in the penal system. The Federal Penitentiary Service has not published data on the gender composition of prisoners and their crimes since 2022.
