The Northern Fleet may be deprived of its status as an interspecific strategic association

It was proposed to deprive the Northern Fleet of the Russian Navy of the status of an interspecific strategic territorial association, should from the draft decree of the President of the Russian Federation on the federal portal of draft regulatory legal acts.
The draft decree was developed by the Ministry of Defense. “The draft decree provides for depriving the Northern Fleet of the status of an interspecific strategic territorial association and ending the application of the provisions on the military district of the Armed Forces to it,” the explanatory note says.
Thus, the Komi Republic, the Arkhangelsk and Murmansk regions, the Nenets Autonomous District (NAO), which previously belonged to the Northern Fleet according to the military-administrative division, will be included in the Leningrad Military District.
Now in Russia there are four military districts – Central (headquarters in Yekaterinburg), Western (St. Petersburg), Southern (Rostov-on-Don) and Eastern (Khabarovsk). The very first of them (Western) was founded in 2010.
In December 2022, Russian Defense Minister Sergei Shoigu stated about the need to create the Moscow and Leningrad military districts, which will become inter-service strategic formations of the RF Armed Forces. Then the minister said this against the backdrop of “NATO’s desire to increase its military potential near Russian borders, as well as the expansion of the North Atlantic Alliance at the expense of Finland and Sweden.” In April, Finland joined NATO, becoming the 31st member of the military bloc; Sweden’s application is still not approved by all NATO members.
