The Ministry of Industry and Trade is developing draft federal laws to regulate the production and circulation of methanol. The Ministry of Internal Affairs reported that if these regulations are violated, a fine will be imposed under the administrative article.
TASS sent a request to the Ministry of Internal Affairs with a request to explain what kind of responsibility would come in case of violation of new federal laws that are being developed by the Ministry of Industry and Trade. The department told the agency that it was about “establishing administrative responsibility for illegal acts.”
The Ministry of Internal Affairs recalled that on April 28, a law came into force that amended the Criminal Code and fixed with a new article responsibility for the production and sale of methanol or methanol-containing liquids under the guise of alcoholic beverages. The punishment under the new article is 10 years in prison.
Methanol-based cider was produced by Samara entrepreneur Anar Afat Ogly Huseynov. From poisoning with its products under the brand name “Mr. Cider” in early summer, 36 people died in different regions of Russia, including a child. The entrepreneur was arrested under the article on the production of products that do not meet safety requirements (part 3 of article 238 of the Criminal Code of the Russian Federation).
After this incident, the Ministry of Industry and Trade developed a draft law on the introduction of state regulation of the production and circulation of methyl alcohol. The draft law introduces new requirements for methanol turnover. This should limit the list of market participants and exclude the uncontrolled circulation of methanol.
