The Moscow traffic police proposed to ban minors from riding electric scooters

Deputy head of the Moscow traffic police department Evgeny Loginovsky said that Russians under 18 years of age should be banned from riding electric scooters and other similar personal mobility devices (IMs) as soon as possible.
“The possibility of using SIM by persons under the age of majority should be excluded. This needs to be done as quickly as possible,” said Mr. Loginovsky during a round table dedicated to regulating the rules for the use of electric scooters (quote from “Interfax”).
According to him, the need to introduce a ban is explained by the fact that in ten months of 2023, about 300 accidents on electric scooters involving minors occurred in Moscow. In addition, the deputy head of the Moscow traffic police department called for limiting the speed of electric scooters and other SIMs in the capital to 20 km/h.
At the end of October, deputies of the Legislative Assembly of St. Petersburg contacted to the government of the Russian Federation with an initiative to ban the movement of scooters on sidewalks. They also proposed to completely ban the use of SIM by minors, as well as people “in a state of passion.”
