The Moscow City Court on Wednesday recognized as legal the detention of the head of the main department of the Ministry of Emergency Situations for the Krasnodar Territory, Lieutenant General Oleg Volynkin, on charges of abuse of power (under Part 3 of Article 285 of the Criminal Code of the Russian Federation). Oleg Volynkin was hospitalized after his arrest.

According to the investigation, Oleg Volynkin accepted low-quality work under a government contract worth 7.4 million rubles. The stolen amount amounted to 3 million rubles. The court arrested him for two months on September 28. However, it later turned out that Oleg Volynkin had health problems and that he was in intensive care for a week.

“The decision of the court of first instance is left unchanged, the defense complaint is not satisfied,” the judge announced the decision, reports TASS.

Since Oleg Volynkin was hospitalized, the complaint was considered without him. The defense asked to place him under house arrest because he admits guilt and has no ability to hide or interfere with the investigation. The prosecutor asked to leave Oleg Volynkin in custody, justifying this by the fact that he had authority.

According to the case materials, the main directorate of the Ministry of Emergency Situations for the Krasnodar Territory in 2021 entered into a state contract with individual entrepreneur Andrey Koltsov for the supply of building materials worth 7 million rubles. In 2022, it turned out that Andrei Koltsov stole 3 million rubles during the execution of the contract. The acceptance certificate was signed by Oleg Volynkin.

In court, he admitted guilt and explained his actions by excessive trust in his subordinates. The maximum punishment under the article charged against Oleg Volynkin is ten years in prison.
