The Ministry of Labor will assess the difference in income of state employees in the same positions

The Ministry of Labor has developed a bill that will provide “interested federal executive authorities” with access to primary information on personalized records of public sector workers, including their personal data. The bill amends Art. 16 Federal Law “On individual (personalized) accounting in the systems of compulsory pension insurance and compulsory social insurance.” It is expected that such a measure will allow the authorities to monitor information on the real level of salaries of public sector employees, as well as assess the difference in income of employees in the same positions. It is clarified that the data will be anonymized before transfer.

The Ministry of Labor explained to RBC that the project is of a technical nature and is needed to simplify the system of interdepartmental interaction.

Currently, only the Social and Pension Fund of Russia (SFR) has access to the initial array of individual data. The Ministry of Labor proposes to remove this restriction by bill. The information includes information on the amount of tariff rates, official salaries, additional payments and allowances, bonuses, etc. Data on workers in education, sports, science, medicine, social services, culture, art, television and cinema are transmitted to the SFR.

Removing the restriction is necessary to establish “the quantitative and qualitative characteristics of wages, as well as their recipients,” the Ministry of Labor explains in the materials for the bill. In particular, we are talking about obtaining information about the real level of salaries of public sector employees, assessing the difference in salaries of employees in the same positions, “end-to-end” monitoring of payments to employees of universities and scientific organizations, etc.

At the beginning of September, the Russian government allocated over 30 billion rubles. to increase salaries of public sector employees. More than 10.3 billion rubles. will be used to increase teachers’ salaries, over 9 billion rubles. – employees of scientific institutions. Another 3 billion rubles. will be used to increase the salaries of employees of cultural organizations.

In November 2022, Russian President Vladimir Putin stated, that only ten regions of the country meet the target indicators for salaries of public sector employees, “and even then not 100%.” How wrote “Vedomosti” in April of this year, only 12 regions were able to achieve the target indicators for salaries of public sector employees from the May presidential decrees based on the results of 2022. These are Bryansk, Ryazan, Tambov, Leningrad, Volgograd, Rostov, Tyumen and Chelyabinsk regions, Altai Territory, Khanty- Mansi Autonomous Okrug, as well as the Chechen and Chuvash Republics.
