The Ministry of Labor proposes to count the quota when hiring an employee with health problems, depending on the disability group. The resolution prepared by the department should come into force on September 1.
“When hiring a disabled person of group I, the fulfillment of the quota is proposed to be considered a multiple of three jobs, a disabled person of group II – two, and a disabled person of group III – one workplace,” the ministry said (quoted by Interfax).
The norm on job quotas for citizens with disabilities has been in effect since 1995. Initially, the quota was considered fulfilled subject to the creation or allocation of jobs for the employment of such citizens, from March 1, 2022 – only after their actual employment. According to the Ministry of Labor, there are about 11.2 million Russians with disabilities in the country, of which 1.1 million work.
In January, the Ministry of Labor and the Ministry of Health prepared draft order to reduce the list of examinations to determine disability. About 250 medical examinations and consultations with doctors should be excluded from the list. As the Ministry of Labor explained, these examinations are not needed to establish the severity of disability, but their data will be taken into account when making a diagnosis.
