As part of this initiative, the Ministry of Labor proposed introducing a single form for applicants when applying for a civil service, giving personnel services the opportunity to request information about an employee from other authorities and, if false information is provided, terminate the contract with him. In addition, civil servants will have to notify if the information specified in the questionnaire changes.
“Single form [анкеты] will provide a common standard of data about a citizen, simplify interaction with other information systems for operational verification. Thus, the bill is aimed at ensuring the digitalization of personnel work in state and municipal bodies,” the Ministry of Labor explained.
The Government Commission on Legislative Activities has already approved the bill. The initiative was prepared as part of the execution of the order of the President of Russia of 2019. Then President Vladimir Putin instructed the government to “ensure the possibility of verifying the information provided by citizens of the Russian Federation entering the civil service and civil servants in automatic mode <...>, as well as by sending electronic requests to state bodies. The order was to be completed by the beginning of 2021.
At the end of March, Vedomosti wrote that the government commission on legislative activity approved an initiative developed by the Ministry of Labor to strengthen control over the reliability of information about the income of officials, significantly expanding access to information about securities and credit histories. If the amendments are adopted, employees of the presidential administration, the White House staff, the Central Bank, regional governments, etc. will be able to request such information about their subordinates and applicants.
