The Ministry of Labor of Russia proposes to improve the financial situation of working parents whose children are under one and a half years old. The bill developed by the ministry on Wednesday, June 21, was submitted for public discussion.
The authors of the document propose to retain the right to receive a monthly childcare allowance even if the mother or other person entitled to this payment goes to work before the baby is one and a half years old. Today, this right is reserved for those working parents who work part-time or at home. According to the developers of the bill, the innovation will encourage parents to go to work earlier.
In 2022, 1.7 million insured parents were on parental leave and receiving a monthly allowance, according to the ministry. Almost 150 of them, while on vacation, worked part-time. The authors of the draft explain that due to the legal uncertainty about which working day should be considered part-time, it could be difficult to grant entitlement to benefits. With the introduction of the new norm, the need to understand which working day can be considered incomplete and which cannot be eliminated.
By the way, the average monthly allowance for child care in 2022 was 13.6 thousand rubles.
