Innovations, in particular, will affect the composition of the family
New rules for calculating the average per capita income of citizens applying for the provision of free social services have been developed by the Russian Ministry of Labor. On December 7, the relevant draft resolution was submitted for public discussion.
As it became known to MK, the authors of the document propose to change the composition of the family, which is used in calculating its average per capita income. Today, spouses, parents and minor children living together with the recipient of social services are taken into account.
In accordance with the new procedure, the family will include the applicant and his spouse, their minor children and their children under the age of 23 who are studying full-time, including children under the guardianship and guardianship of the applicant. The income of married children, as well as the applicant’s parents, is not taken into account. In addition, when calculating income, the family does not include persons who are on full state support, military personnel undergoing military service on conscription, cadets of military universities who have not concluded a contract, people who are serving sentences, detained or undergoing compulsory treatment, citizens recognized as missing or declared dead, as well as being wanted. The amount of the average per capita income of the beneficiary is not planned to be changed, it must be at least one and a half times the subsistence minimum established in the subject of the Federation in which the applicant lives.
In addition, it is planned to change the procedure for calculating the average per capita income for receiving social services. In accordance with the new procedure, it will be one twelfth of the income of all family members for the year preceding one month before the month of application. That is, if the application is submitted in January, then the income from December of the year before last to November of the last is considered. Now it is calculated based on income for the year before the month of application.
