The Ministry of Justice declared the founder and former owner of Tinkoff Bank Oleg Tinkov a foreign agent. The Ministry of Justice provides the following reasons for inclusion in the register:
- Nikita Kukushkin spoke out against a special operation in Ukraine, participated as a respondent on an information platform provided by a foreign agent, disseminated “unreliable information” about decisions made by Russian authorities, participated in the creation of materials by foreign agents;
- Anna Narinskaya participated as a respondent on information platforms provided by foreign agents and foreign media, opposed the special operation in Ukraine, and “carried out propaganda for LGBT relations.” According to the Ministry of Justice, Ms. Narinskaya disseminated materials from foreign agents, as well as “unreliable information” about decisions made by the Russian authorities;
- Yulia Sineokaya disseminated “unreliable information” about the decisions taken by the Russian authorities and the policies pursued in the Russian Federation, opposed the special operation in Ukraine, and participated in the creation of materials by foreign agents;
- Aslan Artsuev participated as a respondent on an information platform provided by a foreign agent, spoke out against a special operation in Ukraine, distributed materials from foreign agents, as well as “unreliable information aimed at creating a negative image” of Russia and the Russian army, “made calls for action, the results of which could lead to to a violation of the territorial integrity of the Russian Federation.”
In April 2020, Oleg Tinkov left the post of chairman of the board of directors of Tinkoff Bank. In March 2022, the UK imposed sanctions against the businessman as a shareholder of Tinkoff Bank, an organization operating in an “industry of strategic importance” for the Russian government. Mr. Tinkov later disputed this decision, saying it does not support Russia’s actions in Ukraine. In October 2022 he refused from Russian citizenship.
