Russian Minister of Justice Konstantin Chuichenko, in an interview with TASS, spoke about the intention to exclude the possibility of changing sex in the passport and other documents. He pointed out that such a measure would be the first step in enshrining family values in Russian legislation.
“A person who has changed the sex in the passport, but remains physiologically the same, can marry, adopt children … We have not just legal conflicts related to the issue of gender change, but, above all, a discrepancy with current conceptual documents and constitutional priorities,” the minister said.
The Ministry of Justice will soon begin work on amending the law on acts of civil status. “This will make it possible to exclude in our country the possibility of changing the sex of a person by simply changing documents,” Mr. Chuichenko explained.
According to the current legislation, one of the grounds for making corrections to the passport and other documents is a certificate of gender change issued by a medical organization. “At the same time, it is not envisaged that surgical interventions are mandatory for a person to obtain a certificate of gender change,” Mr. Chuichenko noted.
The permissibility of gender reassignment was enshrined in Russian law in 1997. According to the minister, since 2018, when the mechanisms for implementing the relevant provisions of the law began to operate, by 2022, more than 2.7 thousand cases of gender reassignment were registered in the documents.
