Against women, children and defendants in economic criminal cases, the Ministry of Internal Affairs will no longer use the Azhur special equipment, that is, escort handcuffs. This was told by the official representative of the department, Irina Volk, explaining the decision of the ministry with the goals of “excluding the facts of unreasonable use” of handcuffs.
“It is forbidden to use this special tool in relation to women, minors and persons suspected and accused of committing economic crimes,”— told Mrs Wolf. An instruction to prohibit the use of handcuffs in certain cases was sent to the territorial bodies of the Ministry of Internal Affairs.
Yesterday, December 6, during a meeting between President Vladimir Putin and members of the HRC, human rights activist Eva Merkacheva asked the president to ban shackles. She called the case when a professor and a mother of five children, accused of an economic crime, were driven down the street with handcuffed hands and feet by law enforcement officers as a manifestation of “inconceivable, incredible cruelty”.
