The shortage of employees of the Ministry of Internal Affairs amounts to 100 thousand employees, said the head of the department’s financial and economic department, Irina Kalbfleisch. According to her, there are basically not enough police combat units. She explained this by saying that the level of pay in the department is “uncompetitive, to put it mildly.”
“The level of pay and wages in our department, to put it mildly, is not only uncompetitive, it’s even difficult to talk about it. And today we have a shortage of 700 thousand employees – this is a 100 thousand shortage. And these are mainly combat units,” said Irian Kalbfleisch at a meeting of the State Duma committee when considering the budget for 2024.

According to Irina Kalbfleisch, “the issue of having a police officer on the street is very acute and urgent.” She noted that the budget for 2024 does not provide for planned indexation of police salaries at the legislative level, which does not allow “satisfying all the financial needs” of the department.
The head of the contractual and legal department of the Russian Guard, Oleg Vetrov, said at the same meeting that the department also has big problems with financing, primarily this concerns money for units in the annexed regions.
Chairman of the State Duma Committee on Security and Anti-Corruption Vasily Piskarev called on the Ministry of Finance to provide funds for the Ministry of Internal Affairs in the draft budget for 2024. “The issue of wages has been raised, with regard to the Ministry of Internal Affairs the situation is close to critical, it’s just not bread alone… React to the situation somehow,” he added.
