According to the Ministry of Internal Affairs, in 2023, of all compatriots who arrived from unfriendly countries and received temporary asylum, about 30% have relatives who were born or permanently reside in Russia. In such situations, the Ministry of Internal Affairs proposes to classify persons as repatriates. The number of those who arrived in the Russian Federation from the Baltic countries and Germany increased fourfold in 2023 compared to last year.

Last month, Russian President Vladimir Putin instructed study measures for the repatriation of Russians deported from other countries. February 17 government canceled Russian language exam for repatriates. In 2023, 63.6 thousand people applied to participate in the program of voluntary resettlement of compatriots to Russia, and 45.1 thousand came to the country and registered with the Ministry of Internal Affairs – these are the lowest figures for the implementation of the program over the past ten years.
