The Ministry of Industry and Trade is going to introduce a scoring system for assessing the level of localization of auto electronics production. About it informs RBC with reference to changes in government decree No. 719 dated July 17, 2015. The authenticity of the document was confirmed by a representative of the department.

Now auto electronics is recognized as Russian from the price of domestic components in the finished product – it must exceed 50% of the total cost. The explanatory note notes that due to sharp fluctuations in the exchange rate and the shortage of electronic components in 2021-2022. there was an increase in the value of the “foreign component”. In this regard, it has become more difficult for Russian companies to meet the required criteria.

According to the amendments, from 2024, auto electronics manufacturers will have to have all the necessary rights to technical and design documentation and software. It is also assumed that they will conduct research, development (R&D) and all technological operations in Russia. From 2026, they will have to use Russian electronic components in their design.

The document states that the fulfillment of the requirements will make it possible to implement the import substitution policy and ensure the production of automotive, agricultural and road construction equipment. Deputy head of the Ministry of Industry and Trade Vasily Shpak said that with the help of such measures, the Russian government expects to achieve independence from foreign components for land transport, as well as to ensure the production of auto electronics and its components in Russia.

In September 2022, the government will introduced for computer technology. Manufacturers whose equipment is recognized as domestic can receive state support.

In the beginning of March became knownthat the Ministry of Industry and Trade has also developed criteria for the recognition of Russian telecommunications equipment. The manufacturer must have the rights to the design documentation of products, the source code of the system software, their own production, etc. They plan to accrue “domestic” points for each production operation (assembly, use of Russian components, etc.).
