The Ministry of Industry and Trade proposed zeroing income tax and halving insurance premiums for import substitution projects

The Ministry of Industry and Trade, on behalf of the President, has prepared proposals to support industrial clusters, the main goal of which is the import substitution of technologically sophisticated products. Among them are the zeroing of income tax, a reduction in the rate of insurance premiums to 7.6% and preferential loans. This follows from the document of the Ministry of Industry and Trade with a list of measures dated August 22 (Vedomosti has it, its authenticity was confirmed by a source close to the government).

In addition, the agency wants to guarantee the purchase of manufactured products using the mechanism of special investment contracts (SPIC, in the current version of the regime, on the one hand, freezing fiscal conditions for the investor, on the other hand, the opportunity to obtain the status of the only supplier in public procurement). Draft regulatory legal acts are now undergoing the procedure of interdepartmental coordination, after which they are planned to be approved and come into force no later than January 1, 2023, the document says.
